I'd say not, Roshi has proven to have become ludicrously strong between db and FnF. Raditz would probably have lost to two attacking him at the same time. Nappa would have done better but fail in the end.

Pretty sure he did. Meanwhile he's got new recruits that can compete with Piccolo.
Exactly. Which is why I'm certain he wasn't talking about individual physical strength, at least not for all of them.

I don't understand why people assume Freeza's average soldiers are stronger than Raditz. Saiyans are meant to be exceptional, even the weak ones. Considering Nappa was one of the strongest and was only around 7000 at best, must mean that the average weaker than a saiyan soldier can't be all that. Plus this is the weakened remnants of Freeza's forces. Roshi hasn't been seen fighting since DragonBall but he's been around the Earth's best warriors as they've grown stronger, maybe his training of an exceptional warrior like Krillin pushed his power up. We know that he's not actually old and decrepit thanks to the fountain of youth. Even a bit of light exercise with Krillin (who is likely in the hundreds of thousands if not more) may be enough to push Roshi's power over the average Freeza soldier who I believe should be weaker than any saiyan. Even Raditz. As for the other Z fighters getting tired, this may be due to the fact that they were holding back the majority of their power in order to not kill, therefore their defences were also lowered to the point where they were more easily hurt. Similar to how Goku was pierced by a run of the mill laser when his guard was down.

Yeah that's another weird thing, why all the sudden did they care about whether they popped Frieza's men or not. Granted it was just self defense, but if nothing else Piccolo and Future Trunks have killed Frieza and Cooper's soldiers (Armored squad and King Cold's elite) so what's the deal? What they hung out with Abo and Kado and realize that if you work for Frieza you're not so bad?

I have Roshi winning against Raditz, but Nappa level? I don't see a reason for him to be so high here. Perhaps he can put up a fight against Initial Nappa but not when he's serious.
